North Caucasus
The human rights situation in the Russian North Caucasus region, in particular in Chechnya, remains of serious concern. Although the situation in Chechnya appears to be stabilizing on the surface, the underlying conflict remains unresolved and insecurity and impunity continue to reign in the republic. In the name of fighting terrorism, federal and local law enforcement authorities engage in abductions, torture, secret detention, disappearances and extrajudicial executions with little or no accountability. The human rights violations occurring in Chechnya have also increasingly spread to neighboring republics, such as Ingushetia, North Ossetia, Dagestan and Kabardino-Balkaria.
While independent reporting on the situation in Chechnya remains restricted, human rights activists addressing issues relating to so-called anti-terrorism policies in the North Caucasus region work at great danger. International attention to the conflict in Chechnya has steadily faded over the last few years.
